SALINA, KANSAS SEEKS A FINANCE DIRECTOR
(Starting Salary up to $125,577, DOQ/E – plus excellent benefits)

A self-reliant and entrepreneurial community of nearly 50,000, Salina, Kansas is seeking an experienced Finance Director with an ability to establish strong relationships and communicate effectively with employees, elected officials, and various civic and community leaders. Salina is blessed because of its unique location, serving as a hub for three significant modes of transportation including: the intersection of I-70 and I-135; a major freight line owned by Union Pacific Railroad; and the utilization of significant airport infrastructure derived by the closing a U.S. Airforce Base, now being transformed into a corporate and general aviation airport representing a significant opportunity for future growth and development. Salina has nurtured a culture of ongoing involvement by various nonprofit organizations, foundations, civic and business leaders, and its citizens, resulting in widespread community support for cultural arts, education, recreation, and a strong economic base.

Strategically located – Salina is just a 90-minute drive to Topeka, the Kansas State Capital, a 90-minute drive to Wichita, and a two and one-half hour drive to Kansas City. Even though Salina is located right in the middle of what is called the “breadbasket of the world”, it is also recognized as a headquarters for manufacturing, with more frozen pizzas, auto batteries, and florescent lighting produced in the community than anywhere else on the planet. Salina provides health care options to the area including Salina Regional Health Center, a 204-bed not-for-profit general medical and surgical facility; Salina Surgical Hospital, a specialized, 16-bed surgical facility. The community is also extremely proud of the elementary and secondary education options offered to its citizens and has achieved recognition as “The Best Place in Kansas to Raise Kids.” Salina Public Schools (USD305), operates 12 schools, and there are four private school alternatives. There are also a number of higher education options, including Kansas Wesleyan University, Kansas State University Polytechnic Campus (home of the University’s College of Technology and Aviation), a branch of the Kansas University School of Medicine, and Salina Area Technical College, to name a few. The City benefits from a strong retail base that includes a 24-county regional trade center for north central Kansas – the 3rd highest trade pull factor in all Kansas first class cities.

Salina was one of the first Commission-Manager forms of government in Kansas, establishing very early on – the values associated with a professional and well-run local government such as strong customer service and a continuous commitment to excellence. The City Commission consists of five members elected at large, one of whom the Commission annually selects to serve as Mayor. The Commission appoints a City Manager who serves as the chief executive and is responsible for appointing all employees, including the Finance Director. The City currently retains a Bond Rating of Aa3 and has a strong history of solid financial practices having achieved over 20 years of unqualified opinions on its annual audit. The Finance Director is a member of the City Manager’s executive staff team, and will interact daily with a talented and long-tenured group of department directors. The Director is also responsible for assisting the City Manager in preparing the annual budget of $105M, and must work closely with all departments to develop a smooth and functioning process.

Minimum Qualifications

The Finance Department has a $3M+ annual budget and the Director is responsible for the day-to-day operations of the department, including 16 FTEs working in the divisions of Accounting, Administration, and Water Customer Accounting. As the City’s chief financial officer, the position is responsible for overseeing all financial matters for the entire organization. A Bachelor’s Degree in Public or Business Administration, Accounting, or a related field and a minimum of 5 years in a senior finance position in local government (or equivalent), with at least 3 years of supervisory experience is required. Hands on experience, knowledge, and oversight in preparing an annual budget, a CAFR, assisting in the annual audit process, preparing or reviewing key financial reports such as cost/benefit analyses, assessing operational business plans, and planning for and transitioning a new financial software system is strongly desired. Experience in revenue forecasting, and multi-year financial projections, working with water and sanitary sewer utilities and/or enterprise fund operations, including landfill and solid waste services will also be an advantage. The ideal candidate should have experience working on debt issuance and working with financial advisors. A Certified Public Finance Officer (CPFO), Certified Public Accountant (CPA), and other certifications or advanced degrees are desired.

Candidates should possess a demonstrated ability to lead, develop and manage a team, and an ability to work with elected officials, commissions and department directors to resolve challenges when they arise. Other important attributes include being a team player with high integrity that is focused on customer service and seeks to assist other departments and employees when needed, is willing to lead by example, possesses a collaborative nature, a love for the community, and can develop partnerships to achieve best results. When necessary, the Finance Director must possess the knowledge, confidence and ability to make strong recommendations and articulate the need to follow “best financial practices” as it relates to the City’s finances. Supporting and encouraging continuing improvement efforts throughout the organization, and possessing a passion to mentor and develop future leadership within the Finance Department will be an advantage. The starting salary range will extend up to $125,577 depending on a candidate’s qualifications and experience.
