DeKalb County is Georgia’s third largest county with approximately 700,000 residents. The county covers approximately 271 square miles, consisting of a portion of Atlanta, the cities of Avondale Estates, Brookhaven, Chamblee, Clarkston, Decatur, Doraville, Dunwoody, Lithonia, Stone Mountain, Stonecrest, Tucker, and several unincorporated areas. DeKalb County is one of the most culturally diverse communities in America and home to a significant number of prominent businesses and cherished institutions, including the Centers for Disease Control (CDC), Emory University, and the American Cancer Society, to name a few.

The Chief Executive Officer (CEO) is the County’s top elected official, with most department heads reporting to the CEO through a Chief Operating Officer (COO). Similar to other counties, there is a Board of Commissioners (BOC) that comprises the legislative branch, a court system that is the judicial branch, and other elected officials and constitutional officers. The County’s Tax Fund Budget is approximately $607 million, with a total annual budget of over $1.27 billion, not including capital appropriations. The principal sources of the general fund budget are property and sales taxes. The CFO is appointed by and has a dual reporting responsibility to the CEO and the BOC.

The Chief Finance Officer (CFO) oversees the Finance Department and a budget of approximately $18.2M, and a staff of 155 that includes an Assistant Director of Finance and four Deputy Directors. The CFO advises the CEO and BOC on fiscal affairs, develops models that respond to new financial circumstances; oversees modeling and projections for revenue and expenses on an on-going basis; implements and maintains effective internal controls for fiscal activities to prevent fraud, abuse, or financial conflicts of interest; provides financial and legislative information to elected officials, citizens, employees, bond holders and other stakeholders. The CFO will also forecast and monitor the financial condition of the County; implement effective policies, procedures and new technology; and ensure the preparation and maintenance of financial records. The Finance Department consists of the following functions: Grants and Capital Management, Treasury, Accounting Services, Financial Reporting and Analysis, Business Licensing and Auditing, Risk Management and Employee Benefits.

Minimum Qualifications

DeKalb County Government offers an opportunity for a proven, highly skilled Chief Financial Officer to serve as the County’s key adviser on all finance matters. This individual will be a member of the CEO’s executive management team. The ideal candidate will be an experienced, results oriented and forward-thinking leader that serves as a financial strategist responsible for advancing DeKalb County’s mission and priorities. The candidate must have expertise in a variety of areas including strategic and complex financial planning, debt management, and promoting continuous improvement with existing processes. Candidates must also be familiar with and capable of implementing financial best practices and possess corporate and/or government finance experience. Financial policy evaluation and development, financial reporting and auditing, and experience in obtaining a credit rating and investment management are also important.

Candidates must possess a Bachelor’s degree in Finance, Accounting, Business or Public Administration, or a related field. A CPA and/or advanced degree are preferred. To be considered, candidates must have at least 12 years of progressively responsible experience in public sector finance, financial management or a related field, including 5 years of senior managerial experience.

A proven record as a team player, creatively solving financial constraints, and transforming strategic financial plans into “actionable” and successful results in a larger organization will assure an applicant’s consideration. Strong communication skills, an ability to collaborate, integrity, and high ethical standards are essential.
