ORANGE COUNTY, NC SEEKS AN EXPERIENCED AND INNOVATIVE SOLID WASTE DIRECTOR

Nestled in the hills of the North Carolina Piedmont, Orange County is home to more than 130,000 residents and includes historic Hillsborough, the county seat; Chapel Hill, home of the University of North Carolina; and Carrboro and Mebane, former railroad and mill towns. The County encompasses 400 square miles of rolling farms and forest, vital urban centers and small towns. Orange County combines the best of cosmopolitan and rural values with an abundance of historical, social and cultural resources.

Under the direction of the County Manager, the Solid Waste Director oversees the management and operations of the Solid Waste Management Department. The Department is responsible for operating the Orange County Landfill, Orange County Solid Waste Convenience Centers and the County’s recycling programs. Orange County is a nationally recognized leader in recycling and solid waste management. It is expected that the candidate will be innovative, collaborative and have extensive knowledge of best practices in solid waste management and recycling.

The Director works closely with the Solid Waste Advisory Group (SWAG) that was created by the Orange County Commissioners in June 2014 to develop an interlocal agreement between Orange County and the Towns of Hillsborough, Carrboro and Chapel Hill. SWAG has been expanded to include representatives of UNC Chapel Hill and UNC Healthcare.

The Solid Waste Management Department operates as an enterprise fund and includes a 63.5 (FTEs) member staff, and a $13.1 million department budget. Working closely with the County Manager and SWAG, the Director sets strategic direction for the Department to ensure sustained high-quality service delivery and environmentally sound operating practices. The Department is comprised of four divisions, Environmental Support, Landfill, Recycling and Sanitation.

Minimum Qualifications

The successful candidate will possess any combination of education and experience equivalent to a Bachelor’s degree in business, environmental science, planning or a related field. A minimum of seven years of progressively responsible experience in sanitation and solid waste management is required, ideally in an organization of comparable size and complexity. The selected candidate will possess or readily obtain a North Carolina driver’s license. Additionally, the County prefers that the new Director will possess SWANA Manager of Landfill Operations Certification (MOLO) and an EAA certified Environmental Inspector (CEI) or obtain these credentials within one year of date of hire. Orange County reserves the right to consider any combination of education, training and experience that provides the ability to execute the essential functions of the position.
