Job Description

The County Board of Supervisors has endorsed a high level Economic Development Strategic Plan that outlines the desired mission, guiding principles, goals and objectives desired for the next three to five years – the Economic Development Director is expected to provide the leadership and action planning to further define and fully implement those goals and objectives, including identifying necessary resources. Initial areas of focus include retention and expansion of existing businesses including strengthening business climate, site readiness, and redevelopment/revitalization of targeted urban areas, working within the strong guidance of the County’s Comprehensive Plan.

The County’s growth and urbanization in recent years brings new challenges and opportunities to our economic development environment, including use of public/private partnerships and other financing structures to advance the County’s priorities. Examples of these types of opportunities include: consideration of Technology Zones and other incentive tools to promote desired business growth; consideration of service districts and General Obligation bonds for infrastructure improvements to catalyze mixed use projects; consideration of Tax Increment Financing and other financial tools to incentivize economic development; and consideration of public/private partnerships. The Economic Development Director will be expected to bring experience and provide expert guidance in all these areas.

Minimum Qualifications

The ideal candidate will have at least seven years of of experience related to economic and business development and marketing. It is preferred that candidates hold any combination of education or experience equivalent to graduation from an accredited college or university with a bachelor’s degree with major course work in business, economics, marketing, public administration or related field. A Master’s Degree in a related field is preferred.

Possession of a valid driver’s license issued by the Commonwealth of Virginia.

Must be a seasoned leader who finds the complexities of local government rewarding and challenging, and has the ability to approach these challenges with a positive entrepreneurial attitude and confident political astuteness while remaining calm under pressure. Must possess a demonstrated track record in existing business retention/expansion, as well as familiarity with an entrepreneurial environment and business start up culture. Most also possess significant supervisory, real estate development and redevelopment experience, and a demonstrated record of facilitating and working in teams.

Preferred Qualifications

A Master’s Degree in a related field of business, economics, marking, or public administration is preferred.
