Kingman (population 30,000) is in western Arizona surrounded by the Hualapai Mountains on the east and the rugged Cerbat and Black Mountain ranges on the west. Kingman is two hours southeast of Las Vegas and is the “Heart of Historic Route 66.” At Kingman, Interstate 40 converges with the Canamex Highway between Canada and Mexico (soon to be Interstate 11), US 93 to Las Vegas or Phoenix, and State Route 68 to Laughlin, Nevada. Kingman is strategically located, offering excellent highway access to almost unlimited destinations.

Kingman serves as the County Seat of Mohave County which also contains Bullhead City and Lake Havasu City. Situated at 3,345 feet in elevation, Kingman offers the scenery of the Mohave Desert without the extreme heat of summer, often described as enjoying a cool, semi-arid climate. The inviting weather, coupled with lower than Arizona median housing prices, have created a destination for increasing number of retirees. Kingman is a gateway to outdoor recreation, with over 1,000 miles of fresh water shoreline within an hour’s drive and ready access to Hualapai Mountain Recreation area, Grand Canyon, Colorado River, Lake Mead National Recreational Area, Lake Mohave and Lake Havasu.

The City of Kingman operates under the council-manager form of government. The City Council, the policy-making and legislative authority, consists of a Mayor and a six-member City Council. The City Council is elected on a nonpartisan “at large” basis. Council members are elected to four-year staggered terms with three council members elected every two years. The qualified electors of the City directly elect the Mayor for a two-year term.

The City of Kingman provides a full range of services, including police and fire services; planning, zoning, and building code enforcement; the construction and maintenance of streets and other infrastructure; recreational activities and cultural events; and public transit system. The City also operates a municipal water, sewer and sanitation utility that presently serves approximately 19,500 customers. For Fiscal Year 2017-2018, the total budget, including debt and capital, is $161.3 million, with $36.3 million in the general fund budget. City staff includes 356.5 full-time equivalents and a variety of part-time and seasonal employees.

Minimum Qualifications

The successful candidate will hold a bachelor’s degree in business or public administration, political science or a related field. A graduate degree in business or public administration or a related field is preferred, but not required. A minimum of five years managerial service in a municipality, county, or an equivalent complex organization is sought. Candidates with private sector experience in complex organizations with challenges similar to those of Kingman may be considered on a case-by-case basis. The City Council will consider any combination of education, work experience and training that provides the capacity to execute the essential functions of the position.
