ROCKVILLE, MD SEEKS A STRONG & VISIONARY CHIEF OF POLICE

(Starting Salary Range of $150,000 to $175,000 DOQ/E Plus Excellent Benefits)

Located just 12 miles northwest of the nation’s capital, and 35 miles southwest of Baltimore, Rockville is an historic, vibrant and ethnically-diverse community of nearly 70,000 citizens residing within 14 square miles. The City of Rockville operates under the Council-Manager form, and the governing body consists of an independently-elected Mayor and four Council members, all of whom are elected at-large, every four years. The City Manager is appointed by the Mayor and City Council, and serves as the City’s chief administrative officer overseeing the appointment of all personnel, and the administration of all financial and operational affairs of the City. Rockville’s FY2017 budget (July-June) operates with a combined funds budget of $126M with 612 full time equivalent employees.

The Chief of Police reports directly to the City Manager and is a key member of the City’s management team, leading a nationally accredited agency of 91.5 members, of whom 62 are sworn officers. The Department has a strong reputation for effectiveness and operates using a $12.6M budget supporting the Field Services, Administrative Services, and Special Operations Bureaus. RPD has concurrent jurisdiction with Montgomery County Police, and most complex investigations, especially homicides and sexual assaults, are handled by Montgomery County.

The City seeks a strong and visionary leader who is team-oriented, possesses exceptional communication skills, and utilizes a style that engenders mutual trust and openness with the community and among all levels of the Department’s operations, including command staff, sworn and non-sworn personnel, and FOP leadership. Priorities include officer recruitment and retention, staff relations and development, community engagement, implementation of policing best practices, and partnerships with other local law enforcement agencies.

Minimum Qualifications

The ideal candidate will possess a Bachelor’s Degree from an accredited institution in criminal justice, business, public administration, or a related discipline; a graduate degree is preferred. Candidates should demonstrate knowledge of police department operations and management, and law enforcement best practices. Command level experience in a comparable or larger agency is required. Advanced training such as the FBI National Academy, Southern Police Institute or equivalent programs is highly preferred. The selected candidate must be able to obtain Peace Officer certification in Maryland and a Maryland Driver’s License in a reasonable period of time.
