Strategically located in Pinal County a half-hour southwest of Phoenix and 35 minutes from Phoenix Sky Harbor Airport, Maricopa is one of the fastest growing cities in Arizona. Incorporated in 2003 as the 88th municipality in Arizona, Maricopa has grown from a population of about 1,400 in 2000 to its estimated current population of 48,000. As the Arizona and the national economies continue to improve, continued growth and new housing starts are on the horizon. Population projections place the population at 145,000 by 2040 and over 160,000 at “build out.” Maricopa’s residents enjoy a semi-arid climate and views of the beautiful Sierra Estrella Mountains. Maricopa is bordered on the north by the Gila River Indian Community and on the south by the Ak-Chin Indian Community. The Harrah’s Hotel and Casino at Ak-Chin is one of the largest local employers and is expanding its hotel offerings.

With strong ties to its agricultural roots, Maricopa has enjoyed an influx of young families and retirees seeking a family-oriented environment and separation from urban issues while enjoying ready access to “big city” amenities. Maricopa’s local amenities are growing with current and planned access to quality dining, retail, lodging, recreational and cultural amenities. Maricopa boasts an attractive lake, park system, athletic venues and educational opportunities. Copper Sky is a state-of-the-art 55,000 square foot recreational amenity owned and operated by the City.

The City Council appoints a City Manager who is responsible for implementing the Council’s policies and managing day-to-day operations. The City has an annual budget of $86.4 million, with $38.4 million in the General Fund and $24 million earmarked for Capital Improvements. Full-time staffing is approximately 251 FTE. The City prides itself on operating in a lean, efficient and responsive manner. The City Manager appoints all staff except the City Attorney, which is a contracted position, and the Municipal Court Judge.

Minimum Qualifications

The next City Manager will enjoy the opportunity to build on past successes while putting their imprint on the fifteen-year-old City’s future, enjoying outstanding professional achievements in conjunction with elected officials and the staff.

The successful candidate will hold a bachelor’s degree in business or public administration, political science or a related field. A graduate degree in business or public administration or a related field is preferred, but not required. A minimum of five years managerial service in a municipality, county, or an equivalent complex organization is sought. Candidates with private sector experience in complex organizations with challenges similar to those of Maricopa may be considered on a case-by-case basis. The City Council will consider any combination of education, work experience and training that provides the capacity to execute the essential functions of the position.

The candidate’s background and experience should include a diverse exposure to all aspects of managing a full-service municipality or county, preferably in a freestanding environment, and in a community undergoing substantial growth and development. Current or prior Arizona public sector management experience is preferred.
